USC FOOTBALL NOTEBOOK: Linebacker Vehikite makes quiet return to practice

With no fanfare and scant notice, USC linebacker Simione Vehikite returned to practice Wednesday after getting released from jail earlier this week.

Vehikite served more than three months for leaving the scene of a car accident and driving with an .08 percent blood-alcohol level and causing injury.

He was sentenced to a year in jail in mid-May after pleading no contest to the two felony counts. But he showed up at Howard Jones Field on Wednesday with no formal announcement from USC that he was even back on the team.

"He has been released from jail," said his attorney, Michael Norris.

USC coach Lane Kiffin is expected to address Vehikite's situation today. When Vehikite was arrested in March, Kiffin removed him from all team activities and said he was no longer with the program.

Vehikite's accident occurred in July 2011, but it took nearly a year before he was arrested.

Vehikite's return took on added significance because walk-on Will Andrew didn't have his scholarship renewed this week. Kiffin said he doesn't go out of his way to inform walk-ons when their scholarship is not renewed.

"They're never granted longer (than a year)," Kiffin said. "He was fortunate to have one for a year."

Andrew tried to be diplomatic about his predicament.

"Whatever the coaches ask me to do, I'll do," Andrew said. "The situation was out of my control."

James Cregg tried different rotations during the week, including freshman left tackle Max Tuerk with the first-team offense. But Cregg said not to read too much into the ascension.

"It was just a formality," Cregg said.

Dawson to play?

Linebacker Lamar Dawson claimed he would play against Hawaii despite missing nearly all of training camp with a torn calf muscle.

"I just want to just learn my keys and my assignments and get everything down," Dawson said. "I just need to get back on the field to get physical reps."

Kiffin doesn't address injuries with the media and was unavailable for comment.

Kiffin said he understands for USC to sell tickets in Los Angeles, the Trojans must provide a high-powered offense like this year's featuring quarterback Matt Barkley along with wide receivers Robert Woods and Marqise Lee.

"L.A. is a town not fired up a lot about winning 14-10 and showing up," Kiffin said. "It is what it is."

Heisman poll

Barkley was named on 97 percent of the ballots of 51 actual Heisman Trophy voters in a poll conducted by StiffArmTrophy.com.

That didn't place him first, however, because he was named on 49 of 51 ballots while four players (Wisconsin tailback Montee Ball, South Carolina tailback Marcus Lattimore, Oklahoma quarterback Landry Jones and Michigan quarterback Denard Robinson) were named on 50 ballots.

Kansas City Fed: District expanded at "moderate pace"

The Kansas City Fed released its Beige Book yesterday, and noted that growth continues in the Tenth Federal Reserve District, which includes Colorado.

Real estate activity was one of the more active sectors. The Agriculture sector, for example, has suffered due to drought, and wages remain only "stable."

Residential and commercial real estate activity continued to improve in July and early August, and construction activity strengthened. Residential home sales and prices rose, and home inventories fell. Contacts reported multiple offers on homes and expected continued housing market improvements in coming months. Homes under $300,000 sold particularly well, while homes priced over $500,000 and condos were slow to sell in some markets. Several contacts reported that a large inventory of homes in foreclosure has been held back and could put downward pressure on prices when the homes come onto the market. Builders reported an increase in housing starts and a rise in new home prices as well as improvement in the traffic of potential buyers. Land prices and the cost of building materials rose during the survey period as demand improved. Commercial real estate conditions also improved. Construction and sales of commercial real estate properties rose, real estate prices and rents increased, and vacancy rates continued to fall. Several commercial real estate contacts expected uncertainty surrounding the presidential election to slow activity until late in the year. Developers reported that access to credit remained unchanged.
Banking
In the recent survey period, bankers generally reported slightly stronger loan demand, improving loan quality, and little change in deposits. Overall loan demand improved slightly as most respondents reported stable loan demand for commercial and industrial loans, commercial real estate loans, and consumer installment loans, while demand for residential real estate loans improved. Credit standards remained largely unchanged in all major loan categories, and the majority of respondents reported stable deposits. The majority of bankers reported improved loan quality compared to a year ago, and nearly all banks expected loan quality over the next six months to remain steady or improve.

Gulf Coast braces for Hurricane Isaac's wrath

NEW ORLEANS (AP) ? The Gulf Coast braced for the landfall of Hurricane Isaac late Tuesday, hunkering down behind boarded-up windows with stockpiles of food and water as wind-driven rain lashed bayous and beaches. New Orleans calmly waited out another storm on the eve of Hurricane Katrina's seventh anniversary, hoping the city's strengthened levees will hold.

Isaac, a massive storm spanning nearly 200 miles from its center, zeroed in on New Orleans, turning streets famous for hosting celebrations at all hours into ghost boulevards. Evacuations were ordered in Mississippi's coastal counties and the closure of its 12 shorefront casinos. But there was little fear or panic. With New Orleans' airport closed, tourists retreated to hotels and most denizens of a coastline that has witnessed countless hurricanes decided to ride out the storm.

"Isaac is the son of Abraham," said Margaret Thomas, who was trapped for a week in her home in New Orleans' Broadmoor neighborhood by Katrina's floodwaters, yet chose to stay put this time. "It's a special name that means 'God will protect us'."

Still, Isaac, which strengthened late Tuesday to 80 mph winds and remained on track to cross land in southern Louisiana near the Mississippi River early this evening, drew intense scrutiny because of its timing to the Katrina anniversary and the first major speeches of a Republican National Convention in Tampa, Fla., already delayed and tempered by the storm.

"We don't expect a Katrina-like event, but remember there are things about a Category 1 storm that can kill you," New Orleans Mayor Mitch Landrieu said, urging people to use common sense and to stay off any streets that may flood.

Other officials, chastened by memories and experience, advised caution. Tens of thousands of people were told to leave low-lying areas, including 700 patients of Louisiana nursing homes. At least one hurricane spawned off of Isaac in Alabama, but there were no immediate reports of injuries.

Many residents along the Gulf Coast opted to ride it out in shelters or at home and officials, while sounding alarm about the dangers of the powerful storm, decided not to call for the mass evacuations like those that preceded Katrina, which packed 135 mph winds in 2005.

Isaac offers one of the first tests of a New Orleans levee system bolstered after the catastrophic failures during Hurricane Katrina. But calm prevailed in the city Tuesday as residents sized up the threat.

"I feel safe," said Pamela Young, who settled in to her home in the Lower 9th Ward ? a neighborhood devastated by Katrina ? with dog Princess and her television, waiting for the storm. "Everybody's talking 'going, going,' but the thing is, when you go, there's no telling what will happen. The storm isn't going to just hit here."

Young, who lives in a new, two-story home built to replace the one destroyed by Katrina, said she wasn't worried about the levees.

"If the wind isn't too rough, I can stay right here," she said, tapping on her wooden living room coffee table. "If the water comes up, I can go upstairs."

While Isaac remained far less powerful than Katrina, it posed similar political challenges, a reminder of how the storm seven years ago became a symbol of government ignorance and ineptitude.

President Barack Obama sought to demonstrate his ability to guide the nation through a natural disaster and Republicans reassured residents they were prepared, all the while readying for the coronation of Mitt Romney. It was unclear Tuesday, what effect the storm might have on the festivities in Tampa, where Ann Romney and New Jersey Gov. Chris Christie are the night's featured speakers, after a day of delays.

There was already simmering political fallout from the storm. Republican Gov. Bobby Jindal, who canceled his trip to the convention in Tampa, said the Obama administration's disaster declaration fell short of the federal help he had requested. Jindal said he wanted a promise from the federal government to be reimbursed for storm preparation costs.

"We learned from past experiences, you can't just wait. You've got to push the federal bureaucracy," Jindal said.

FEMA Administrator Craig Fugate said such requests would be addressed after the storm.

"We wanted to make sure direct federal assistance got out first," Fugate said.

Obama promised that Americans will help each other recover, "no matter what this storm brings."

"When disaster strikes, we're not Democrats or Republicans first, we are Americans first," Obama said at a campaign rally at Iowa State University. "We're one family. We help our neighbors in need."

While politicians from both parties were careful to show their concern for those in the storm's path, Gulf residents and visitors tried to make the best of the situation on the ground.

In New Orleans' French Quarter, Hyatt hotel employee Nazareth Joseph braced for a busy week and fat overtime paychecks. Joseph said he was trapped in the city for several days after Katrina and helped neighbors escape the floodwaters.

"We made it through Katrina; we can definitely make it through this. It's going to take a lot more to run me. I know how to survive," he said.

Tourists seemed to be taking Isaac in stride.

Maureen McDonald of Long Beach, Ind., strolled the French Quarter on her 80th birthday wearing a poncho and accompanied by family who traveled from three different cities to meet her in New Orleans to celebrate.

"The storm hasn't slowed us down. We're having the best time."

Maureen's son, Bob McDonald, said the group considered canceling the trip, but the thought passed quickly.

"We just figured why not get the full New Orleans experience, hurricane and all," Bob McDonald said. As they walked through the French Quarter Tuesday morning, they took pictures of media trucks parked near Bourbon Street and businesses boarding up windows.

But farther east along the Gulf, veterans of past hurricanes, made sure to take precautions.

At a highway rest stop along Alabama's I-10, Bonnie Schertler, 54, of Waveland, Miss. Summed up her decision to leave her home on the coast for her father's home in Red Level, Ala. after hearing forecasters warning that the storm could get stronger and stall.

"I left because of the 'coulds,'" said Schertler, whose former home in Waveland was destroyed in Hurricane Katrina. "I just feel like the storm may stay for a few days and that wind might just pound and pound and pound and pound," she said.

"A slow storm can cause a lot more havoc, a lot more long-term power outage, 'cause it can knock down just virtually everything if it just hovers forever," she said.

Those concerns were reinforced by local officials, who imposed curfews in Harrison, Hancock and Jackson counties. The Mississippi Gaming Commission on Tuesday ordered the closing of all coast casinos, which are on or near the water.

"This storm is big and it's tightening up and it sat out there for 12 hours south of us and it's pushing that wave action in and there's nowhere for that water to go until it dissipates," said Harrison County Emergency Operations Director Rupert Lacy.

All along U.S. 90 in Harrison County, families stood at the edge of the waves to gawk. The Mississippi Sound, protected by barrier islands, is often as still as a lake, but Isaac began stirring breakers before dawn, as it pumped a storm tide toward the coast. Police struggled to clear public piers where water was lapping at the boards, and resorted to bullhorns to try to get sightseers to leave the beach. But people were still coming down to the edge to take a look around 2 p.m., as it began to rain heavily in Gulfport.

Closer to the beachfront in Pass Christian, Steve Ladner was waiting for customers at Martin's Hardware. The 80-year-old hardware store only had one wall standing after Katrina, but was rebuilt as part of a small shopping center in the western Harrison County town, where well-off New Orleanians have long maintained grand beach homes.

Ladner said business was strong from 8 a.m. to about noon, as he sold rope, lights, batteries and other hurricane supplies. "All hurricane sales final" said the sign on the counter. Business dried up quickly at midday. "It's over now," Ladner said.

Customers said they were staying, Ladner said, even though all of Pass Christian was included in a mandatory evacuation order that began at noon.

"It's good for business, but you don't want to make your money like this," Ladner said.

And in Theodore, Ala., 148 people had taken refuge in an emergency shelter set up at the town's high school by midday Tuesday, with minds focused as much on the past and the present storm.

Charlotte McCrary, 41, had spent the night in the shelter along with her husband Bryan and their two sons, 3-year-old Tristan and 1-year-old Gabriel. Charlotte McCrary said she spent a year living in a FEMA trailer after Hurricane Katrina, which destroyed her home, and said she still hasn't gotten back to the same place where she was seven years ago. She said memories of that time influenced her decision go to the shelter.

"I think what it is," Bryan McCrary said, "is it brings back a lot of bad memories."

I still recommend that you do this, but here are?seven more specific tips.

1.) Get an outside cabin with a balcony. You want to be able to see the horizon as a stable point of reference if you start feeling wobbly. The fresh air will also help.

A nice verandah will help you avoid being seasick on a cruise.

2.) Get the biggest cabin you can?afford so you don?t feel closed in and confined. You will feel like you are in a luxurious hotel rather than on a ship!

A?larger cabin?will help you avoid?feeling claustrophobic and keep you comfortable.

3.) Let your travel consultant chose the cabin?s location. You want to be in the middle of the ship, on a lower level, to prevent as much motion as possible.

4.) Stay hydrated! Drink lots of water and eat lightly (if you can resist all the goodies!) for the first day or two.

5.) Don?t have your heart set on a specific itinerary. Be flexible.?Due to routes and ocean currents at certain times of the year, you?will be more comfortable?leaving from Miami or Fort Lauderdale, Florida in the winter months rather than leaving from a more northerly port. Then, in the Caribbean for example, you will feel better if you head east initially through the protected waters of the Bahamas, and turn south rather than heading straight south to Aruba and then heading north. There are many variables and these are only suggestions. Let your travel consultant scrutinize your chosen itinerary?and make suggestions.

6.) Caribbean?waters are generally calmer when you travel in the fall after hurricane season ends November 30 (or even mid-November), and?spring (March-May). Other areas have their own ?seasons.?

7.) Stick with the ships that have state-of-the-art stabilizers. Your travel consultant can guide you to the right choice.

FCC eyes tax on Internet service........helping to pay for obama's "Free Phones"?(TheHill).By Brendan Sasso.The Federal Communications Commission is eyeing a proposal to tax broadband Internet service.
The move would funnel money to the Connect America Fund, a subsidy the agency created last year to expand Internet access.
The FCC issued a request for comments on the proposal in April. Dozens of companies and trade associations have weighed in, but the issue has largely flown under the public's radar.
"If members of Congress understood that the FCC is contemplating a broadband tax, they'd sit up and take notice," said Derek Turner, research director for Free Press, a consumer advocacy group that opposes the tax.

Numerous companies, including ATandT, Sprint and even Google have expressed support for the idea.
Consumers already pay a fee on their landline and cellular phone bills to support the FCC's Universal Service Fund. The fund was created to ensure that everyone in the country has access to telephone service, even if they live in remote areas.
Last year, the FCC overhauled a $4.5 billion portion of the Universal Service Fund and converted it into a broadband Internet subsidy, called the Connect America Fund.
The Connect America Fund, a Obama administration-supported plan for universal broadband, is part of a larger $4.5 billion mission to connect 19 million homes to bit-torrent streaming speeds by 2020.
The new fund aims to subsidize the construction of high-speed Internet networks to the estimated 19 million Americans who currently lack access.?Julius Genachowski, the FCC's chairman, has made expanding broadband access his top priority. He argues that a high-speed Internet connection is critical for succeeding in the 21st century economy and that expanding Internet access is the country's next great infrastructure challenge.
But the money for the new Internet subsidy is still coming from the fees on phone bills.
And in recent years, with more people sending emails instead of making long-distance phone calls, the money flowing into the program has begun to dry up. The Universal Service fee has had to grow to a larger and larger portion of phone bills to compensate.
The FCC floated a number of ideas for reforming the fund's contribution system. In addition to the broadband fee, the commission also sought comments on taxing text messages, as well as levying a flat fee on each phone line, instead of the current system, which is based on a portion of the revenue from interstate phone calls.

Behaviors of the tiniest water droplets revealed

ScienceDaily (Aug. 15, 2012) ? A new study by researchers at the University of California, San Diego, and Emory University has uncovered fundamental details about the hexamer structures that make up the tiniest droplets of water, the key component of life -- and one that scientists still don't fully understand.

The research, recently published in The Journal of the American Chemical Society (JACS), provides a new interpretation for experimental measurements as well as a vital test for future studies of our most precious resource. Moreover, understanding the properties of water at the molecular level can ultimately have an impact on many areas of science, including the development of new drugs or advances in climate change research.

"About 60% of our bodies are made of water that effectively mediates all biological processes," said Francesco Paesani, one of the paper's corresponding authors who is an assistant professor in the Department of Chemistry and Biochemistry at UC San Diego and a computational researcher with the university's San Diego Supercomputer Center (SDSC). "Without water, proteins don't work and life as we know it wouldn't exist. Understanding the molecular properties of the hydrogen bond network of water is the key to understanding everything else that happens in water. And we still don't have a precise picture of the molecular structure of liquid water in different environments."

Researchers know that the unique properties of water are due to its capability of forming a highly flexible but still dense hydrogen bond network which adapts according to the surrounding environment. As described in the JACS paper, researchers have determined the relative populations of the different isomers of the water hexamer as they assemble into various configurations called 'cage', 'prism', and 'book'.

The water hexamer is considered the smallest drop of water because it is the smallest water cluster that is three dimensional, i.e., a cluster where the oxygen atoms of the molecules do not lie on the same plane. As such, it is the prototypical system for understanding the properties of the hydrogen bond dynamics in the condensed phases because of its direct connection with ice, as well as with the structural arrangements that occur in liquid water.

This system also allows scientists to better understand the structure and dynamics of water in its liquid state, which plays a central role in many phenomena of relevance to different areas of science, including physics, chemistry, biology, geology, and climate research. For example, the hydration structure around proteins affects their stability and function, water in the active sites of enzymes affects their catalytic power, and the behavior of water adsorbed on atmospheric particles drives the formation of clouds.

"Until now, experiments and calculations on small water clusters have agreed very well up to the pentamer (in chemistry, meaning molecules made of five monomers) but the energetic ordering of the low-lying isomers of the hexamer has always been controversial," said Paesani.

Added corresponding author Joel M. Bowman, with Emory University's Department of Chemistry and the Cherry L. Emerson Center for Scientific Computation: "Ours are the first simulations that use an accurate, full-dimensional representation of the molecular interactions and exact inclusion of nuclear quantum effects through state-of-the-art computational approaches. These allow us to accurately determine the stability of the different isomers over a wide range of temperatures ranging from 0 to 150 Kelvin, (almost minus 460 degrees to about minus 190 degrees Fahrenheit)."

While the prism isomer was identified as the global minimum-energy structure, the quantum simulations predicted that both the cage and prism isomers are present in nearly equal amounts at extremely low temperatures, researchers found. As the temperature increased, more cages, and then book structures, began to appear.

Researchers used SDSC's new data-intensive Gordon supercomputer as well as SDSC's Triton compute cluster to conduct the data-intensive simulations.

"Our simulations took full advantage of Gordon distributing the computations over thousands of processors," said Volodymyr Babin, a researcher with UC San Diego's Department of Chemistry and Biochemistry. "That kind of parallel efficiency would be hardly achievable on a commodity cluster. The scalability of our computational approach stems from the combination of a state-of-the-art simulation technique (replica-exchange) with path-integral molecular dynamics."

Babin said the team is currently working on extending this methodology to study the microscopic origins of the unusual properties of liquid water and ice aiming to assess quantitatively the role played by nuclear quantum effects in the topology of the water phase diagram. The New England Journal of Medicine, Hindawi Publishing Corporation and Ubiquity Press are just three of the latest international academic publishers to enrol their journals as members of the Committee on Publication Ethics (COPE).

COPE, which was set up in 1997 to help editors deal with publication misconduct, has attracted 850 new members so far this year. It now provides advice and support for 7,645 editors, including those working for many of the world's major academic publishers.

Other new members include Libertas Academia (New Zealand), ediPUCRS (Brazil), the Royal Society of Chemistry (UK) and the American Institute of Physics (USA).

"Hindawi is very pleased to be joining COPE, since we feel that the organisation has done an excellent job in setting editorial and ethical standards for scholarly publication" says Paul Peters, Chief Strategy Officer for the academic publisher, which has more than 300 open-access journals covering a wide range of academic disciplines.

"COPE provides a global forum for the airing of issues related to publication and I am pleased to participate in this effort" says Jeffrey M Drazen MD, Editor-in-Chief of the New England Journal of Medicine and Distinguished Parker B Francis Professor of Medicine at Harvard Medical School.

  • Flowcharts in various languages on how to handle problems such as fabricated data, disputed authorship and undisclosed conflicts of interest
  • A discussion document on plagiarism. Further documents on subjects such as responding to whistleblowers and data sharing are planned

Insight: Chavista militants may be wild card after Venezuela vote

CARACAS (Reuters) - Sitting in front of a mural of Jesus and the Virgin Mary armed with AK-47s, three red-shirted children are clutching assault rifles and copies of Venezuela's constitution.

The photo, taken in a poor Caracas neighborhood and posted online earlier this year by the militant left-wing group "La Piedrita" (The Little Stone), triggered outrage across the South American nation and beyond.

For many abroad, it was their first glimpse inside Venezuela's "colectivos" - radical organizations that call themselves the guardians of Hugo Chavez's socialist project and defenders of their local communities.

In the eyes of critics, the groups are bandana-clad killers and vigilantes, the shock troops of the president's self-styled revolution. They have become more high-profile in the last four years, and some have been blamed for attacks on people they are said to perceive as enemies of Chavez.

With a presidential election looming on October 7, opposition members fear the colectivos will turn to violence if challenger Henrique Capriles defies the polls and wins.

Although the president denies it, some of his opponents have long worried Chavez could simply refuse to go should he lose.

In rare interviews with Reuters in the 23 de enero (January 23) slum, the colectivos' heartland near the city center, some of their leaders said they were targets of right-wing propaganda.

"We're the ones least interested in violence or instability, because our triumph (Chavez's re-election) is assured," Juan Contreras, co-founder of the Coordinadora Simon Bolivar group, said at its headquarters, a former police base now adorned with revolutionary paintings.

"We and many other colectivos are armed, but armed with consciousness, with education."

This is an election unlike any before in Venezuela, with Chavez ostensibly recovering from cancer and a newly united opposition supporting a single candidate for the first time.

Against that tense backdrop, the colectivos' very existence underlines the risk of street unrest in a divided society where guns proliferate, impunity reigns, and the murder rate is one of the highest in the world.

Despite their unstinting support for Venezuela's colorful leader and his policies, the more radical groups are something of a public relations nightmare for him, often described as "even more Chavista than Chavez."

Stung by the reaction to the picture of the armed children, two small girls and a boy, La Piedrita said it was taken during a kids' theater production about Venezuelan guerrilla leaders of the past, and the guns were fakes.

Since then, security forces have stormed the slum and tried to arrest La Piedrita's leader. Chavez himself has weighed into the debate, even suggesting that the CIA might be behind some of the recent drama in 23 de enero.

SOCIALIST EXPERIMENT

Overlooking the ornate Miraflores presidential palace, the hilly area draws its name from January 23, 1958, when military dictator Marcos Perez Jimenez fled the country amid widespread rioting and a coup by rebel soldiers.

One of the main scenes of the 1989 "Caracazo" - the Caracas riots over price rises when troops fired on demonstrators and killed hundreds - the slum's monolithic tower blocks, jumbled stacks of modest houses and winding alleys are home to about 100,000 people.

Most residents are fiercely proud of their neighborhood's long history of left-wing activism.

Today, the slum is something of a laboratory for Chavez's socialist project: Stores sell milk and meat from nationalized producers at steep discounts, residents do volunteer work cleaning up streets, and some youth "pioneer" groups are modeled on similar ones in communist ally Cuba that fuse leftist ideology with kids' activities such as sports and camping.

Residents - many suspicious of reporters, whom they associate with pro-opposition private media - say the Caracas police do not patrol in 23 de enero. Sometimes National Guard troops pass through, they say, but rarely.

In almost one square mile (about two-square-kilometers) of one of most dangerous cities in the Americas, security is almost entirely in the hands of the colectivos. Some set up armed roadblocks after dark, communicating by walkie-talkie, stopping cars and questioning passengers.

Though scattered around Venezuela and probably numbering a few thousand members, the dozen or so best-known colectivos are based in 23 de enero. In a report in June, the International Crisis Group think tank warned they could be used by politicians to stoke violence or could "take to the streets on their own."

The Venezuelan government did not respond to requests for comment on the colectivos' role or the opposition's charges.

Chavez has a double-digit lead in most polls, but his opponent, 40-year-old state governor Capriles, has been campaigning across the country for months, drawing big crowds. An aide said 23 de enero is the only area he cannot go, out of fear for his safety. Someone shot at one opposition colleague when she visited the slum late last year.

"People in the barrio told our advance team: ?Don't even think about it,'" the Capriles aide said.

"These are violent groups that are supported by the government," the opposition candidate said of the scandal over the La Piedrita photo. "Because of that, they feel cocky, and they put themselves beyond the law with absolute impunity."

RIPOSTE TO CAPITALISM

Capriles may be deeply unpopular with the colectivos, but Contreras from the Coordinadora Simon Bolivar, named after South America's 19th century independence hero, denied they meant him any harm.

"He represents the past, the repression and anguish this country lived through, the corruption," Contreras said at the former police base, which has two hulking watchtowers and walls covered in murals of Bolivar, a masked Palestinian fighter, and Argentine revolutionary Ernesto "Che" Guevera.

"For us, Chavez represents education, health, dignified homes and jobs, and recreation."

Though denounced as a dictator by his foes, Chavez is adored by many of the poor and portrays his rule as a riposte to four decades of capitalism by governments bent on enriching a small elite.

From the Coordinadora's veterinarian clinic to its radio station, Internet cafe and left-wing bookshop, the group is staunchly ideological but does not on the surface have the look of a militant group posing a serious threat. It organizes a host of cultural and sports events, as well as activities for pensioners, dances and discussion groups.

As a DJ upstairs spun old salsa tunes, a tattooed volunteer from Spain's Basque country painted a banner welcoming slum kids to a cut-price summer activities program, overlooked by posters of Chavez, Bolivar and late left-wing Colombian FARC rebel leader Raul Reyes.

"For 30 years this building was the greatest center of repression in western Caracas. They tortured people here, they fired into the blocks," said Contreras, a courteous 50-year-old with a receding hairline, black T-shirt and black jeans.

Sticking his group's new election poster to the wall ("The presidency is ours, and it's staying that way, damn it!"), he said he was radicalized by police brutality against him and his friends during the 1970s, when he was a teenager sporting an Afro.

"If you asked me then, I wanted to be the best footballer in the world, but the circumstances brought me here instead ... We didn't begin with Chavez. We've been doing it our whole lives."

CHAVEZ ACCUSES CIA

Taking a break from work at a small recycling project a few blocks up the hill at Jose Leonardo Pirela, another colectivo, Luis Estrella, a 47-year-old in a bright green polo shirt, also rejected the idea they were plotting violence.

"The opposition always looks badly at what we do in 23 de enero," he said. "You don't see any guns here, any cannons, because we don't have any. We work with the community to solve problems ... We're doing activities that show the president's message comes with results."

The colectivos say the days are gone when the more radical groups would pose for videos with weapons. But no one doubts that in a city with as many guns as Caracas, there are lots of weapons in 23 de enero.

Die-hard members of the colectivos were at the forefront of the giant demonstrations that, along with allies in the military, helped sweep Chavez back to power after he was briefly toppled during a two-day coup a decade ago.

That saga, when about 20 people died as big marches by both sides clashed in the streets around Miraflores, has taken on almost religious overtones for some Chavez loyalists. "We saved the president in 2002," is a common refrain in 23 de enero.

Near Estrella's recycling project are the apartment blocks controlled by La Piedrita. Since the controversy over the photo of the children, the AK-47 brandished by Jesus in the mural has been repainted as a large blue Venezuelan constitution.

Though many of their members say they would die for Chavez, the groups' autonomy and unpredictability make them a political liability for him.

The president has, at times, appeared exasperated.

"Are they real revolutionaries? I doubt it," he sneered in February, a few days after La Piedrita published its picture. Even if it was of a kids' theater group, Chavez said, it was "indefensible."

"They want to be more Catholic than the Pope," he added. "They damage the revolution ... I tell you, that group has been infiltrated by the CIA."

The U.S. embassy in Caracas did not immediately respond to a request for comment on Chavez's allegation.

Nonetheless, reveling in his own humble roots growing up in a rural shack and much-vaunted love for leftist activist groups, especially in 23 de enero where he casts his vote each election day, he was careful not to condemn the whole neighborhood.

"The bourgeois say everyone in 23 de enero is armed, that there are lots of violent gangs, which is a lie. Get out of here! What a heroic district, the 23 de enero!" Chavez said in a televised speech.

Venezuelan attitudes to the colectivos are as deeply divided as on most subjects in this polarized nation. Some living in the area say they have brought better security, while others say they are gangsters ruling by fear.

"I'm 60, and I can say that these young men have done a lot for 23 de enero. Everyone makes mistakes, but it is false to say they're bad guys ... They fight the bad guys and drug dealers," said one commenter in an online argument about La Piedrita.

"They're a band of hoods. They all smoke drugs. To claim they're doing good for the community is madness," said another.

?A MONSTER'

La Piedrita's name alludes to the saying "a pebble in the shoe," or a nuisance. Founded in 1985 by Valentin Santana, a former head of security at Caracas' Central University of Venezuela, it is thought to have about 50 members running an area where some 3,000 people live.

The group began life as a predominantly cultural group like many in the area but turned more militant after Santana's son Diego was murdered in 2006. He blamed right-wing paramilitaries. Local media said one suspect in the case was later gunned down on the Caracas Metro; another was shot eight times but survived.

"Since they took my son away from me, part of me became a monster," Santana told a reporter from Spain's El Pais newspaper in early 2009.

Authorities have blamed La Piedrita for attacking people the group views as enemies of Chavez, including staff working at two opposition TV stations, and making death threats to print journalists.

In 2009 the group admitted it threw teargas into the Vatican's diplomatic residence in Caracas after Chavez accused the Catholic Church of meddling in Venezuelan politics.

That year the president issued an arrest warrant for Santana in connection with those attacks, but he remains at large. The controversy over the photo put La Piedrita, and his freedom, back in the spotlight.

One night less than a week after Chavez publicly denounced the group and said it had been infiltrated by U.S. agents, police helicopters clattered above 23 de enero and SWAT teams closed roads before moving in to try to arrest Santana.

Local media said the La Piedrita boss addressed residents by loudspeakers set up on roofs, calling on other colectivos in the neighborhood to come to his defense.

He slipped away in the night, and hours later the group issued a statement that painted Santana as the injured party. It claimed the security forces had tried to assassinate him and blamed the raid on "counter-revolutionary" forces within Chavez's government.

"Santana's only crime is the defense of the REVOLUTION," the statement read. "We categorically reject the new efforts to discredit La Piedrita and its leader ... Long live Chavez! Long live the revolution! Long live Valentin Santana!"

Repeated attempts by Reuters to interview Santana were unsuccessful.

?PSYCHOLOGICAL WAR'

Tensions following the raid lasted several weeks. In March, La Piedrita parked hearses carrying the bodies of two members killed in 23 de enero at the gates of opposition TV station Globovision, holding a demonstration to accuse the channel of waging a "psychological war" and politicizing the violence.

Relative calm has returned to the neighborhood since then. Relaxing in the sun outside another colectivo, Radio23, in a white hoodie and wide Prada-labeled sunglasses, Glen Martinez is another well-known figure locally.

He said the area is safer than other poor parts of Caracas, which routinely records scores of murders each weekend, despite having seen almost no government security forces for nearly a decade.

"Of course there are always problems, like everywhere, but here we can resolve things by talking," he told Reuters, sitting across from another giant mural portraying the late Libyan leader Muammar Gaddafi, Mexican rebel Subcomandante Marcos, and the slogan "Bloque Combativo 23."

Two DJs from the radio station perched on a motorbike parked nearby, sharing a cigarette and flicking through a magazine about handguns.

"They say we're armed, that we're ?the Guardians of Chavez,' we're ultra-violent, we're killers," Martinez, 41, said with a smile. "No. We're the people who were excluded (by previous governments), who are now included, dignified and organized."

His group also runs a newspaper, and during October's election it plans to send members to polling stations across Venezuela to counter any "lies" told by the opposition media.

"We're showing that we're capable of doing valuable, high-quality things in the barrio," Martinez said.

"We'd be an immense resource for the right, for the multinationals, for capitalism. But we do things from a more social point of view, more Bolivarian, more egalitarian, more humanist. That makes them scared, bro."
