India, China developing mechanism to prevent face-offs: Antony


New Delhi: India and China are trying to develop effective mechanisms to prevent the "embarrassing" face-offs between their troops along the "disputed" points of the Line of Actual Control, Defence Minister AK Antony said in New Delhi on Friday.

Terming the 21-day stand-off between the two sides in Depsang valley in Daulat Beg Oldi area as an "unusual" incident, the Defence Minister said the two countries will meet soon in Beijing to discuss issues and try to find a solution for such "unpleasant incidents".

"Till the final settlement of the border issue, we are trying to find out more effective mechanisms to prevent occasional incidents. There are many points in the LAC that are disputed and they are patrolled by both sides. So, sometimes it leads to some face-off," he said on the 14th anniversary of Kargil Vijay Diwas.

The Defence Minister said that there are disputed points where both sides are going and that causes some embarrassing situations.

The Minister was asked to comment on the rising incursions by the Chinese troops into the Indian territory along the LAC in Ladakh and Northeastern sectors.

Antony said, "There are disputed points where both sides are going there which sometimes causes some embarrassing situations."

He said after the Depsang incident in April, India and China had "free and frank" talks and "we are trying to have more border personnel meeting places and have more effective mechanisms to prevent such unpleasant incidents."

"On the one side, both sides are trying to find a long term solution to the long pending border dispute. Till that time, our aim is to maintain peace and tranquillity at the border," Antony said.

On the recent third meeting of the Joint Working Group between the two sides, the Minister said free and frank discussions were held between both sides.

"We are going to have another round of this meeting in Beijing soon on this issue. So, I think we will be able to find out a solutions to such unpleasant incidents on the border," he said.

In the recent past, there have been several incidents of incursions in Ladakh sector where Chinese troops have entered well within Indian side and stayed there for long hours before returning to their areas.

In one such incident, Chinese troops had entered Chumar area in Ladakh on July 16-17 on horses and ponies and demanded that Indian troops leave the area staking claim over it.

In the last two weeks, there have been at least five incursions in the area and around 150 incidents in the last seven months. Meanwhile, commenting on the alleged "mistreatment" of armed forces personnel and the lack of accommodation for them, Antony said though the situation had improved in comparison with past but "a lot was still required to be done".

"Under the married accommodation project, nearly 1.99 lakh houses are to be built for forces. Out of that, 50 per cent has been completed," he said. On the rank pay issue of the forces, the Defence Minister said the Government has referred it to the Attorney General for his "final advise" on the matter.

DC-based RP Request

Hello there, I'm obviously new here, but I wanted to know if there was anyone who was a DC fan too. ^.^" Anyway, the fandoms I want to RP most are Justice League: Unlimited, Young Justice/YJ: Invasion, or just the DC universe in general. I'm more than willing to read up on any stories I'm not familiar with. I do have a few rules I want to get down though.

-I prefer to write in third person, it'd be nice if you would too.
-I like at least a paragraph per character you're writing for, but it can be shorter if there's a conversation going on or if they're really minor.
-I will not role play Boys Love or Girls Love.

-I require all my RP buddies to be able to play as a male and female, also I want both of us to control two characters and whatever other side character is needed at the moment. For example, I will control my main OC and your OC's love interest, and you'll have your main OC and my OC's love interest.

-Whenever any of our characters needs to talk to a side character, I prefer that the other temporarily take on the role of the side character so we can carry on a conversation. That way, no one needs to talk to themselves and there's always something to do. :)

-I like to discuss characters and plot before we make the RP thread, that is, after we get to know each other first and discuss what we're okay and not okay with. I also have a tendency to critique things or characters if I feel that they could be improved somehow. Please don't take offense to it, that's not my intention at all, and you're more than welcome to critique me too! :D I don't want my writing to suck or have a Mary Sue either.

Hopefully I don't seem intimidating, because I'm actually quite the pushover for stuff. So, any questions? :3

EDIT: I'm so sorry, I forgot to mention that I'm only looking for 1x1 role plays of this. I will accept multiple RP buddies too!

Pakistan bans condom commercial for being too racy

ISLAMABAD (AP) ? Pakistan's media regulatory agency has banned a condom commercial starring a sultry Pakistani model after it received hundreds of complaints the ad was too racy, a senior official said Thursday.

The 50-second television commercial shows a Pakistani couple wondering why their neighbor's new bride, the model and actress Mathira Mohammed playing herself, is working so hard to keep her husband happy. When asked about his secret, the neighbor smiles and holds up a pack of condoms made by Josh, which means excitement in Urdu.

"Bring Josh into your life," the neighbor says, just before explosions flash behind boxes of condoms on the screen.

Pakistan's media regulatory agency banned the commercial Tuesday after reviewing it and determining that it violated the group's code of conduct, said Mohammad Saleem, a senior regulatory official.

"We don't take any arbitrary decisions," Saleem said.

Though mentioning strawberry-flavored condoms, the ad otherwise isn't racy by Western standards. A conservatively dressed Mohammed greets her new husband's mother, feeds him by hand and knocks on the neighbor's door to get ice for a cold drink.

Josh is a subsidiary of DKT International, a nonprofit organization founded to promote family planning and HIV/AIDS prevention through social marketing, according to Josh's Facebook page.

DKT, which is funded by both the United States and Britain, has been working in Pakistan since 2012 in attempt to help women meet their needs for contraception, the group says on its website. A telephone number listed for the group rang unanswered Thursday.

Pakistan has the sixth largest population of any country in the world with roughly 180 million people. If the current rate of growth continues, the population will double by 2050, DKT says.

Pakistan's rapid population growth has strained the country's health and education systems, and its faltering economy has not been able to provide jobs for millions of people entering the work force.

One of the things holding back contraceptive use in Pakistan has been the conservative norms of the majority Muslim country. Some Pakistanis complain that the country is growing even more conservative as hard-line versions of Islam gain greater influence.

PYONGYANG, North Korea -- North Korean leader Kim Jong Un presided over a commemoration at a war cemetery Thursday as the country prepared to mark the 60th anniversary of what is sees as its victory in the Korean War with defiance.

Kim, the grandson of North Korea's founding father who launched the Korean War, Kim Il Sung, did not speak at the ceremony but members of the large crowd who attended poured scorn on their foes, including the United States.

"The survivors of the war heroes here can beat the Americans to death on our own," said Kim Bu Ok, who fell to her knees in tears when she approached her father's grave.

"We can crush those bastards no matter how hard they try, and I want the world to know this. As soon as those Americans even stick up their heads, we'll stomp them to dust."

North Korea has been staging nationalistic tributes to its "Eternal President", the late Kim Il Sung, ahead of the anniversary on Saturday of the armistice that ended the 1950-53 war.

North Korea calls July 27 its "Day of Victory in the Great Fatherland Liberation War." It blames the U.S. military presence in the South for confrontation on the peninsula.

Kim Jong Un, who leads the North as first secretary of the Workers' Party, was welcomed at the ceremony with cheers from thousands of people, many of them family members of those buried at the cemetery on the outskirts of Pyongyang.

Banners were strung up with slogans such as "Glory to the warrior heroes who did their part in the liberation of the homeland."

Kim was accompanied by North Korea's power couple: his aunt, Kim Kyong Hui, the 67-year-old daughter of the founding leader, and her husband, Jang Song Thaek, widely considered the second most powerful man in the North and the political mentor to the youthful leader.

It was Kim's aunt's first public appearance since May. Her absence had fueled speculation in South Korean media that she may be ill, which could have serious implications for Kim Jong Un's grip on power.

Under a sunny sky and in sweltering heat, Kim led a ribbon-cutting ceremony and paid his respects to the dead.

North Korea has used the anniversary to underscore its defiance of U.N. sanctions, imposed for its nuclear and missile tests, and its resolve in light of a perception of chilling ties with its sole major ally, China.

Despite Chinese frustration with North Korea's threats this year of nuclear war against the United States and South Korea, China is sending its vice president to the armistice anniversary in Pyongyang.

In case you were already snoozin' when Samsung made its announcement late yesterday, the company is here at SIGGRAPH 2013 eager to show off the muscle behind its new chip. Before the exhibitions start officially, we had a chance to nab a look at a reference tablet running the Exynos 5 Octa 5420 SoC alongside ARM's Mali T-628 silicon packing six cores. For comparison purposes, the prototype unit was matched against a Nexus 10 tablet and its 1.7GHz Exynos 5 Dual 5250. Our first impression? The 5420 ran GLBenchmark's 2.7.0 T-Rex on-screen test noticeably (read: a lot) smoother than the Nexus 10 and the final scores confirmed the performance boost that we previously reported. We also had a look at both the Unreal Engine's Citadel (up to 45fps at times) and Unity Chase on the test device with both further demonstrating silky smooth transitions and brisk graphic renders. There's no word on when the chip will make it into your next mobile device, but it is scheduled to go into production next month. For a quick look at the two tablets side by side, we'll refer you to the video embedded just beyond the break.

AP Source: Denver's Miller faces 4-game suspension

ENGLEWOOD, Colo. (AP) ? A person with knowledge of the situation says Pro Bowl linebacker Von Miller will miss the first month of the season for violating the NFL's drug policy, pending an appeal.

The person spoke to The Associated Press on condition of anonymity because the league hasn't announced any punishment.

ESPN first reported the pending discipline of Miller, who didn't answer calls to his cellphone Monday from The Associated Press.

The league has a confidentiality clause on such cases. Broncos spokesman Patrick Smyth said the team is unable to provide any comment.

Miller was the league's Defensive Rookie of the Year in 2012 with 11? sacks and he topped that last season with a franchise-record 18? sacks while making it to his second straight Pro Bowl.

Bomb during sermon by radical Myanmar monk wounds five

YANGON (Reuters) - A bomb exploded meters away from a radical Buddhist monk as he delivered a mass sermon in Myanmar, police said on Monday, the latest flare-up as inter-religious tensions simmer.

Five people were slightly wounded in the incident late on Sunday in Myanmar's second city, Mandalay.

Wirathu, the prominent monk who heads a movement accused of stirring violence against minority Muslims, said he believed the blast was intended to silence him.

The home-made bomb went off inside a parked car, according to police and witnesses. There was no immediate claim of responsibility.

Tensions have been smouldering between radical elements of Myanmar's Buddhist majority and its minority Muslims. Bouts of religious violence have killed at least 237 people and displaced 150,000 in the past year, testing the resolve of a two-year-old quasi-civilian government.

The device exploded during a ceremony conducted by Wirathu, who once called himself "the Burmese bin Laden". He is the chief proponent of a movement known as 969, which reformist President Thein Sein's office has described as a "symbol of peace".

Wirathu was unharmed, despite being just 40 feet from the blast, according to police.

Reuters investigations in two of the hotspots of unrest - Rakhine state and the central city of Meikhtila - have revealed the violence was started on both occasions by Buddhist mobs led by monks.

A novice monk was among those who received minor injuries in Sunday's blast.

"We can say it was a small hand-made bomb that caused the explosion. We are not in a position to reveal any more information at the moment since investigation is ongoing," a Mandalay police officer told Reuters by telephone, requesting anonymity because he was not authorized to speak to the media.

DEATH THREAT RECEIVED

Sources close to Wirathu could not be immediately reached for comment.

However, the monk told Radio Free Asia's Burmese service that he had previously received a sound recording containing a threat to his life, which he believed was the voice of a Muslim cleric.

The bomb, he said, was intended to silence him.

"I've no idea who exactly carried out this explosion. But it must have been done by those who usually carry out terrorist acts," he told Radio Free Asia.

"The motive could be to shut my mouth."

A witness said security had since been stepped up in Mandalay. Even prior to the explosion, security had been tight during Buddhist events held in the past week in the commercial capital, Yangon.

The explosion took place on the fifth and final day of mass sermons held by Wirathu. The president's office, which insists it wants to foster peace, tolerance and unity in ethnically diverse Myanmar, has described Wirathu as "a son of Lord Buddha". Buddhists make up about 90 percent of the estimated 60 million population.

The 969 movement has been accused of stirring anti-Muslim sentiment in a deeply Buddhist nation, where curbs on freedom of speech and assembly have eased since the end of military rule two years ago.

A Reuters investigation last month showed 969 monks were providing a moral justification for a wave of anti-Muslim bloodshed that could derail Myanmar's nascent reforms.

New Samsung Galaxy Note III Images Leak, We Get A Better Look This Time

Rumors continue to circulate about the upcoming Samsung Galaxy Note III. The replacement for Samsung?s popular Galaxy Note II is expected to be bigger and better than ever.

The Samsung Galaxy Note III has shown up in blurry photos before. At least, the device in these photos is claimed to be the Galaxy Note III. One of the sources of the original leaked photos, @techkiddy, has returned with a few more images, stating they are from a Samsung Testing center. These shots are still blurry and still don?t show us much of anything. All we can really see is a large, rectangular device with squared-off corners. There?s nothing to really show us that this is the Samsung Galaxy Note III.

The latest rumors surrounding the Galaxy Note III have the device coming to market with three different screen options. We?re not sure why this would happen, so take the information with a grain of salt. The device is rumored to have a 5.7 inch, 1080 x 1920 Full HD screen. A premium version of the phone will have a flexible OLED display. The version heading to Asian markets will have a Super AMOLED FHD display, and there will be a LCD Full HD display on the European variant. Again, we?re not sure this makes sense, but it?s what we?re hearing.

Under the hood, we?ll have two different processors for the Galaxy Note III. The Asian variant will be powered by an Exynos 5420 SoC while the International version will run on a Qualcomm Snapdragon 800 quad-core chip. The Snapdragon version is said to be clocked at 2.3 GHz.

The rumored specs for the device are as follows:

US: Israel, Palestinians agree on basis for talks

AMMAN, Jordan (AP) ? Israeli and Palestinian officials will meet soon in Washington to work out final details on relaunching Mideast peace negotiations for the first time in five years, U.S. Secretary of State John Kerry said Friday.

The announcement fell short of an outright resumption of the negotiations, which would tackle the toughest issues of the Israeli-Palestinian conflict. But after days of meeting with both sides, Kerry told reporters in the Jordanian capital that they had agreed on "a basis" for the talks.

"We have reached an agreement that establishes the basis for resuming direct final status negotiations between the Palestinians and the Israelis," he said. "This is a significant and welcome step forward."

"The agreement is still in the process of being formalized," he said, refusing to give any details on what had been agreed so far. "If everything goes as expected," Israeli and Palestinians negotiators will hold initial talks "within the next week or so," he said.

Palestinian President Mahmoud Abbas, who met with Kerry in the West Bank town of Ramallah earlier Friday, said "lengthy talks ... have resulted in the Palestinians accepting the resumption of talks."

In a statement, Abbas said "some details still need to be worked out," but that Israeli and Palestinian officials could be invited to Washington for talks in the coming days.

The issue of basis of the negotiations has been a major impediment to resuming the talks. On Thursday evening, the Palestinian leadership balked at dropping a main condition: They demand a guarantee that negotiations on borders between a Palestinian state and Israel would be based on the cease-fire line that held from 1949 until the 1967 war, when Israel captured the West Bank, Gaza Strip and east Jerusalem.

Israel rejects preconditions on the talks.

The announcement suggested that the question had been resolved. But Kerry said no details of the agreement would be revealed yet. "The best way to give these negotiations a chance is to keep them private," he said. "We know that the challenge require some very tough choices."

A senior State Department official said the two sides had agreed on the core elements that will allow direct talks to move forward, and that agreement was not reached until Friday afternoon. Still to be worked out in the upcoming initial talks are the agenda of the final status negotiations and the process.

When they first meet, they will not be "sitting down to draw a line on the map," the official said, speaking on condition of anonymity because he was not authorized to discuss the details.

The office of Israeli Prime Minister Benjamin Netanyahu said it would not immediately comment on Kerry's announcement.

Kerry has made winning a resumption of Mideast peace talks one of his priority, and this was his sixth visit to the region as secretary of state. He has been in the region since Monday, meeting in person with Abbas three times over the course of the week. By contrast, he did not see Netanyahu in person at all, but spoke to him numerous times by phone.

On Friday, following the Palestinian leadership's statement of the night before, Kerry held more than 90 minutes of talks with chief Palestinian negotiator Saeb Erekat in Amman, then spoke by phone with Netanyahu. He then flew by helicopter to Ramallah for an hour-long meeting with Abbas before returning to Amman where he made the announcement.

Hoping to push Israelis and Palestinians toward talks, President Barack Obama asked Netanyahu to work with Kerry "to resume negotiations with Palestinians as soon as possible," according to a statement released by the White House late Thursday.

Previous Israeli governments twice negotiated on the basis of the 1967 lines, but no peace accord was reached. Besides disagreeing over how much land to trade and where, the two sides hit logjams on other key issues, including dividing Jerusalem and the fate of Palestinian refugees. Israel withdrew from Gaza in 2005.

Netanyahu has given lukewarm endorsement to the idea of a Palestinian state but has not delineated his vision of boundaries, while demanding that the Palestinian recognize Israel as the Jewish state. Palestinians reject that, concerned that it would undermine their claims that millions of refugees and their descendants have the right to return to their original homes, lost in the 1948-49 war surrounding Israel's creation. Israel has rejected that claim outright.

After their late-night meeting, the Palestinians did not bring up their often-repeated demand that Israel stop building in Jewish settlements in the West Bank and east Jerusalem before talks could resume. One official said that if Israel accepts the 1967 lines as a basis, that would make most of the settlements illegitimate.

While Kerry has not publicized details of his plan, an Arab League decision Wednesday to endorse his proposal raised speculation that the Palestinians would agree. Abbas traditionally has sought the blessing of his Arab brethren before making any major diplomatic initiative.

Ahmed Majdalani, a Palestinian leader, said Kerry has proposed holding talks for six to nine months focusing on the key issues of borders and security arrangements.

He said Kerry would endorse the 1967 lines as the starting point of negotiations and assured the Palestinians that Israel would free some 350 prisoners gradually in the coming months. The prisoners would include some 100 men that Israel convicted of crimes committed before interim peace accords were signed in 1993. Israel has balked at freeing these prisoners in the past because many were convicted in deadly attacks.

Although the plan does not include a settlement freeze, it was not clear whether Israel would accept any reference to the 1967 lines.

Israeli Cabinet minister Yair Lapid said it was "too early to say" whether Kerry had found a formula for talks.

"Secretary Kerry has done a tremendous job in trying to put both sides together," he told The Associated Press. "Of course Israel is more than willing and has expressed its agreement to go back to the negotiation table, but apparently it's going to take a little more time."

While Israel has balked at Palestinian demands, the international community has largely rallied behind the Palestinian position on borders and Jewish settlements.

Firms' Climate Risk Management 'Lacking' - Environmental Leader

Nearly 90 percent of S&P Global 100 Index companies identify extreme weather and climate change as current or future business risks, across all industry sectors.

But they lack the data and tools needed to effectively assess and manage these risks, according to a report from the Center for Climate and Energy Solutions (C2ES).

The report, Weathering the Storm: Building Business Resilience to Climate Change, provides a picture of the state of resilience planning across a range of global companies. Sixty two percent have either experienced negative impacts of climate change or expect to within 10 years. Their top concerns include damage to facilities, loss of water or power supplies, higher costs and disruption of supply and distribution chains.

But C2ES says that despite firms? awareness, because they don?t have the knowledge or tools to relate these concerns and risks back to their operations, most resilience measures do not go beyond ?business as usual.? Most companies are managing these risks through existing business continuity and emergency management plans and only a few have used climate-specific tools to comprehensively assess risks.

The report also include case studies of American Water, Bayer, The Hartford Group, National Grid, Rio Tinto and Weyerhaeuser, highlighting what companies can do to prepare for climate change and extreme weather.

To help Bayer analyze the potential future risks from climate change impacts, its environmental and sustainability group worked with financial experts to build a climate change ?risk matrix? to evaluate and prioritize climate-related risks over Bayer?s 10- to 20-year planning horizon, the report says. The matrix ranks risks according to their potential extent of damage and frequency of occurrence, and assigns a simple high, medium or low impact rating.

For example, when the potential supply chain risks related to shipping were assessed, lower water levels on the Rhine River due to more intense droughts were assigned a rating of ?low risk,? given the availability of alternate transport via rail and truck.

Another case study examines American Water, the largest publicly traded water utility in the US. American Water anticipates greater uncertainty and risk under changing climatic conditions. So it?s adopting a more integrated management approach to water resources that will expand available water supply options through more water conservation and re-use ? something it did only on an occasional basis in the past.

The C2ES report recommends creating a clearinghouse for reliable, up-to-date data and analytical tools. It says companies need user-friendly, localized projections of climate changes and models that link these projections to impacts that are relevant to company operations. It advices investing in public infrastructure resilience, since companies rely on public resources, including roads, bridges and ports, to get their goods and services to market and need these resources to withstand extreme weather and climate impacts.

The report also suggests considering resilience needs in regulated sectors, such as water, electricity and insurance, where regulators need to be forward-looking and open to companies making the case for more spending on resilience. Setting up voluntary, public-private partnerships that bring together government and business expertise will improve resilience planning, it concludes.

Other organizations have also sounded the warning bell about the impacts of extreme weather on business. In June, a report from the United Nations Environment Programme said extreme weather events, water scarcity, biodiversity loss and other global warming-related changes in the environment will increasingly affect businesses and how they operate.? The report said private sector?s operating costs, markets for products and availability of raw materials will be affected by climate change.

A Worldwatch Institute report that came out in May says the US was seriously affected by weather extremes last year, accounting for 69 percent of overall losses and 92 percent of insured losses due to natural catastrophes worldwide.? Hurricane Sandy, the summer-long drought in the Midwest and severe storms with tornadoes accounted for $100 billion of those global overall losses, the report says.

The insurance industry covered $58 billion of the losses. These losses were the second highest overall and insured losses since 1980 in the US.

HONOLULU ??M.R.C. Greenwood will earn a little less than $25,000 a month after she resigns as University of Hawaii president.

It?s part of a new deal reached Thursday in a closed-door meeting of the university?s Board of Regents.

Her nearly $300,000 a year new position with the university?s John A. Burns School of Medicine is a step down from her $475,000 a year president?s salary, which includes a $5,000 monthly housing allowance, club memberships and worldwide travel.

Greenwood will leave her job as president on Aug. 31, take a year leave of absence without pay, and return to work at the medical school Aug. 31, 2014.

At the medical school, she will be tasked with establishing a center to study diabetes and obesity.

Regents agreed that Greenwood, who was granted tenure when she accepted the job as president in 2009, could work for six months a year, every year, for as long as she wishes.

Her salary will be higher than any other professor at the medical school, and is the maximum salary she could receive at the university. No other details about her compensation package were released by the Regents on Thursday, but a former Regent estimates that if Greenwood retires after two years, she?ll be fully vested in the state retirement system and could receive as much as $300,000 a year until her death.

Two Regents said Thursday the deal with Greenwood good for the university.

?I think it?s a bargain for this state to be able to retain a scientist and a manager of her caliber to lead this, or to help this effort,? said John Holtzman, who was elected Board of Regents chairman Thursday.

Chuck Gee, another of the Regents, tried to curb any criticism the board might receive for allowing Greenwood to work at her post for just six months a year.

?If prologue follows history, this scientist can do more in six months than most people can do in a year, so I think we are getting a bargain,? Gee said.

Several of the board members praised Greenwood?s leadership and accomplishments and professional background during the 8-hour meeting, and said it was only in the last year that there were problems at the University.

Their negotiations with Greenwood were done in secret, despite pleas from the media and two others attending to conduct their discussion about Greenwood?s future and eight other items that could cost the taxpayers millions of dollars, in the public?s view.

Greenwood?s relationship with the Board of Regents hasn?t always been so cozy. She threatened to sue the university in October 2012 unless the Regents gave her a $2 million buy out, a threat she withdrew Nov. 6, 2012, after Hawaii?s senior U.S. Sen. Daniel Inouye intervened on her behalf. The senator has since passed away.

The threat came after Greenwood came under fire by lawmakers, the public and the media for allegations of incompetent leadership and management. Critics also called into question her spending practices while tuition more than doubled on her watch.

Greenwood was forced to resign as a provost and vice president in the University of California system in 2005, after an internal investigation showed she helped get her business partner a position within the system and may have influenced another employee to hire her son as an intern.

Holtzman said Thursday the University of Hawaii has selected a likely candidate to replace Greenwood temporarily while the Regents find a headhunting firm to do a nationwide search for her permanent replacement.

More law schools offering master?s degrees.

The?National Law Journal?reports that Emery University School of Law ?is among nearly 30 law schools that have or soon will offer a master?s degree for nonlawyers, up from just a handful two years ago, according to the school?s director of graduate programs, Lynn Labuda. The programs differ slightly in name, structure and cost, but they generally are marketed to working professionals. While the movement remains in its early stages, to administrators across the country it represents a promising counterpoint to waning interest in the traditional three-year J.D. degree.? The Journal adds, ?First-year enrollment at law schools was down by 15 percent nationally this fall, compared with two years ago, according to the American Bar Association, and it?s unlikely that decline will taper off anytime soon. The number of people applying to ABA-accredited law schools is down by 16 percent.?

*** Hispanic media to GOP: ?Cuidado!?: If you want to see how big of a potential problem Republicans have with Spanish-language media right now in this immigration debate, look no further than what Univision TV anchor Jorge Ramos said earlier this week. All House Republicans have to do is vote ?against immigration reform or boycott the process? That's enough to make your candidate lose the presidential election in the United States in 2016,? Ramos wrote (translated into English). Whether all Republican strategists are ready to admit it or not, this is damaging to the Republican brand, especially since the Spanish-language media so aggressively covers the immigration debate. While many conservatives have convinced themselves there?s no real political penalty in killing the Senate immigration compromise (or something similar) as far as 2014 is concerned, it could leave a long-term mark. Ramos? warning shot is something that shouldn?t be ignored and simply seen through the prism of ?biased media.?

*** Wrapping Obama?s four Spanish-language interviews: By the way, this also explains why President Obama conducted four interviews with Spanish-language TV anchors yesterday. It?s a way to engage in the immigration debate without getting aggressively involved for now. In those interviews, the president said it ?does not make sense? for any final legislation to omit a path to citizenship. ?For us to have two classes of people in this country, full citizens and people who are permanently resigned to a lower status, I think that's not who we are as Americans. That's never been our tradition.? And he also said it was his preference for Congress to pass a comprehensive bill rather than piecemeal ones. ?The danger of doing it in pieces is that, a lot of groups want different things and there's a tendency, I think, to put off the hard stuff until the end.??

*** On race and the Zimmerman verdict: Meanwhile, the issues of race and the Zimmerman verdict continued to play out yesterday. Speaking to the NAACP in Orlando, Attorney General Eric Holder brought up the controversial ?Stand Your Ground? gun laws. ?We must stand our ground to ensure that our laws reduce violence and take a hard look at laws that contribute to more violence than they prevent,? he said. And speaking to an African-American sorority group, former Secretary of State Hillary Clinton invoked Trayvon Martin?s death, as NBC?s Kerry Sanders reported on TODAY. "No mother, no father, should ever have to fear for their child walking down a street in the United States of America," she said. Pay attention to what Holder talked about (Stand Your Ground) and what he didn?t (the federal government bringing any charges after the Zimmerman verdict). The administration has telegraphed all week that they are unlikely to pursue federal charges without actually saying it. Also, our colleague Perry Bacon has a smart piece noting how Holder is much more willing to talk about race than Obama is. As for Clinton, if you needed another sign that she MIGHT be running for president, it was that comment last night to an African-American audience. And here?s one more angle worth mentioning: The Senate Judiciary Committee holds a hearing on the Voting Rights Act at 1:00 pm ET.

*** Good health-care news for the administration to tout: As we?ve said before, one of the Obama administration?s challenges in the P.R. battle over the health-care law?s implementation is that stories about chaos and uncertainty almost always seem to get more attention than stories about progress and stability. But here is some very good news for the administration to tout: ?Individuals buying health insurance on their own will see their premiums tumble next year in New York State as changes under the federal health care law take effect,? the New York Times says. ?State insurance regulators say they have approved rates for 2014 that are at least 50 percent lower on average than those currently available in New York. Beginning in October, individuals in New York City who now pay $1,000 a month or more for coverage will be able to shop for health insurance for as little as $308 monthly. With federal subsidies, the cost will be even lower.? This follows similar news out of California and Oregon. And for now, it seems to suggest that implementation might be going better in BLUE STATES (which have set up the exchanges and have worked hard to make the reform work) versus the RED STATES. It?s something to watch? Interestingly, this news out of New York comes as House Republicans are set to vote on delaying the health-care law?s individual mandate by a year (but the legislation won?t go anywhere in the Dem-controlled Senate).

*** Let?s Make A Deal: Turning to yesterday?s news, we have three points to make about the deal Senate Democrats and Republicans struck to avert filibuster changes in the chamber. First, it was a pure-and-simple victory for Democrats and the Obama administration, which needed functioning heads for the Consumer Financial Protection Bureau and National Labor Relations Board. In particular, getting Richard Cordray to lead the CFPB -- no longer being a recess appointee -- helps locks in that agency. That?s a big deal. Second, we can?t understate the role that Sen. John McCain (R-AZ) played in reaching the agreement. It?s been one of the more underreported stories of 2013, but McCain the dealmaker is back. And third, the 71-29 cloture vote on Cordray?s nomination highlighted a split between the Senate GOP?s old guard and new guard. Here were many of the Republicans who voted FOR cloture: Blunt, Chambliss, Collins, Corker, Graham, Hatch, Isakson, McCain, and Wicker. And here were many of the Republicans who voted AGAINST it: Boozman, Burr, Cruz, Fischer, Lee, Rubio, Scott, and Toomey. In fact, don?t miss Sen. Ted Cruz?s tweet about the deal: ?Today, re: so-called nuclear option, Senate Republicans preserved the right to surrender in the future.?

*** There Will Be Blood: Yesterday?s news that Liz Cheney will challenge Sen. Mike Enzi (R-WY) in a GOP primary next year ensures one thing: The race will be the most-watched GOP primary of 2014. And it could end being a bloodbath as intra-party fights tend to be. Just check this out: ?Talking to reporters in the Capitol after the video went public, Mr. Enzi said he was not notified by either Ms. Cheney or her father ? whom he has known for over 30 years ? about Ms. Cheney?s intentions. ?I thought we were friends,? he added.? What?s more, Rep. Cynthia Lummis (R-WY), who?s backing Enzi, said this, per NBC?s Frank Thorp: "When someone [Cheney] has never gotten a paycheck in Wyoming and has lived their entire adult life in Virginia, I think they should run from Virginia." For her part, Cheney released an announcement video that was heavy attacking Obama but didn?t explicitly mention Enzi once. But she did, ?I am running because I believe that it is necessary for a new generation of leaders to step up to the plate... We can no longer afford simply to go along to get along.? And that?s what this race will be about ? a generational fight featuring an older ?go along, get along? conservative Republican vs. a younger confrontational conservative Republican. By the way, Cheney holds two press conferences today, one in Casper at noon ET and the other in Cheyenne at 5:00 pm ET. To bottom line this race: If it?s about ideology and style, Cheney wins; if it?s about Wyoming, advantage Enzi.

*** Poll: McDonnell bruised but not knocked down: A new Quinnipiac poll shows that the scandal hitting Virginia Gov. Bob McDonnell (R) has taken a toll on him, but it hasn?t been a death blow, either. Per the poll, the embattled governor?s approval rating is at 46%, down from 50%-plus earlier this year. But the mid-40s -- as the current occupant of the White House knows pretty well -- isn?t necessarily fatal. What?s more, only 16% of Virginia voters believe McDonnell should resign. There?s no doubt that the Star Scientific-Jonnie Williams story is a problem for McDonnell and the GOP, but it also seems that Terry McAuliffe and the Democrats will need to spent time -- and money -- to connect the dots for voters.

*** Will the GOP push Corbett out of next year?s race? Finally, here?s an interesting story via National Journal: ?The biggest question in Pennsylvania politics right now isn't whether Gov. Tom Corbett will win reelection. It's whether he'll even get the chance. Beset by legislative failures and bleak poll numbers, the Republican looks like the country's most vulnerable governor heading into the 2014 election. And Republicans are questioning whether they should let Corbett face a near-certain defeat when they could find a ready replacement with a much better chance of winning.?

China Green Agriculture Inc. Presented at Farmer Daily'

(?Jinong?), was invited to present its flagship products during a two-day roadshow of branded fertilizers in Luochuan, Shaanxi Province, China.

Farmer Daily, the newspaper believed to have the largest subscription in the agriculture industry in China, hosted the roadshow in Luochuan from June 22 to June 23.
